If you are not using 2-factor, you will need to enable less-secure apps. If you have enabled 2-factor authentication in Gmail, you need to use an app password in Outlook. You can control how much mail Gmail allows POP3 or IMAP clients to download from this page and what Gmail does with their copy after you download the messages. You need to enable it in Gmail's Mail settings.
